Patiala, October 12, 2013-An ITI student was crushed to death on her birthday today by a fire brigade vehicle, which was part of cavalcade of Justice Surya Kant. The victim identified as Priya Kapoor,16, was in toppers list from last two sessions in her batch.The incident took place on Patiala-Rajpura road near the Sri Shitla Mata Mandir around 4.30 pm. The vehicle involved in the accident was part of security vehicles of Justice Kant's cavalcade, who was crossing the city on his way to Hisar, his native place.
As per rules, Justice Kant was not entitled to have Fire Brigade, which usually move with persons having Z plus Security as the Apex Court is taking several measures to cut short security of VIPs, speeding siren roaring escort vehicles to all. Eyewitnesses said that beaming siren of pilot gypsy, where the gunmen were asking two wheelers to clear the road, when the girl, who was droving scooty taken the left bank of road, to pave way for cavalcade.
Due to sirens, the girl lost control of the vehicle and fell on road after which she was crushed by speeding fire tender driven by Gurmeet Singh. The pillion rider, another girl, had sustained injuries and was undergoing treatment. Fire officer of municipal corporation Patiala, said, "Fire Tender joined the cavalcade from Punjabi University and met with accident soon after".
While municipal corporation commissioner Parminder Singh informed the vehicle was provided after receving a communiqué from the deputy commissioner's office . However, the bigger question was that why the fire tender was sent to the security of the judge, who was not entitled for such security?
"Punjab Government has passed directions to provide a pilot gypsy to high court Judges", said additional director general of police (ADGP, security) Dinkar Gupta. Meanwhile deputy commissioner GK Singh said that he would look into the matter on Saturday morning to find out who had forwarded the request for security. "If the request has moved from my office, then someone must have sent me the programme of the visit of high court judge," he said. The police has started investigation into the matter and the driver of fire tender was at large. Despite several attempts, justice Surya Kant could not be contacted.
